Born in Seattle, Bell studied printmaking at the Chicago Art Institute before moving to New York to study at the Art Students League with John Sloan. He remained in New York, eventually settling in Staten Island with his wife, and most of his paintings depict famous locations around the city. Largely unknown during his lifetime, a retrospective was held at The Museum of Modern Art, New York, following his death in 1973.
